It was founded by seven (7) educators committed to provide high quality tertiary education in this part of the country.

The school is located near the Regional Government Center, the future site of the Provincial Capitol, and within the Octagon IT Park of Eastern Visayas in the highly urbanized municipality of Palo in Leyte at the southern part of Tacloban City, an ideal location away from the commercial and business activities of the city making it very accessible and conducive to learning.
